Advisory on public-private partnerships (PPPs), blended finance, concession arrangements and other complex contracting instruments in health. Engagements cover transaction design, the allocation of risk and revenue, contractual architecture, and the upstream conditions that determine whether a transaction reaches financial close and operates soundly thereafter.

Planning and appraising health infrastructure

From the first investment question to the last day of asset life

Hospitals, primary care networks, laboratories, warehouses and production sites for medical oxygen, energy and waste. Pre-feasibility and feasibility studies, technical and economic appraisal, schedule of accommodation, capital and operating cost, design review, and the optimisation of operating asset portfolios. Anchored by CASH, deployed across more than ten countries.

Engaging the private sector in health

Mobilising commercial capacity for public health objectives

Market shaping advisory at the interface between health programmes and private actors: pharmaceutical and diagnostic firms, health technology companies, infrastructure developers and facility operators. The work covers engagement design, the terms on which private capacity is brought into public systems, and investment appraisal that establishes project maturity, viability and bankability, so that private investment decisions rest on an appraisal prepared for the project in hand.

Government engagement and investor commitment

Bridging authorities and the institutions that finance them

Support to public authorities in building institutional ownership, securing ministerial and treasury approvals, and carrying a project into the pipelines of multilateral development banks. Covers the positioning of proposals within development bank and development finance instruments, European Union external action in health and United Nations health programmes, and the dialogue that turns funder interest into firm commitment.

The system itself and its five elements

The capacity of a health system to absorb pressure and continue to function. The work covers financing, governance, legal framework, infrastructure and service delivery, and treats these five elements as the determinants of health system performance. The management of emergencies falls outside the practice.

How we work.

Every engagement is scoped with the client, led at senior level throughout and delivered in English or French. The sequence below applies whether the assignment is a single diagnostic or a project carried from appraisal to financial close.

Forms of engagement

Instrument diagnostics

A single instrument applied to a defined question, such as a VIBE assessment before a feasibility study is commissioned, or a SCALE review of upstream readiness.

Upstream appraisal

SCALE, VICI and RAPID applied in sequence, from the clinical brief to an appraisal that an investment committee can read in a single sitting.

Transaction and project development

BRIDGE and advisory support from an appraised proposal through institutional approvals, procurement preparation and financing, to financial close.

Analytical and policy studies

Studies for development banks, the European Commission and international institutions on investment portfolios, private sector participation and financing architecture.

Capacity building

Training and knowledge transfer for public decision makers on partnership instruments, contracting and lender requirements, in English or French.

Method, from first conversation to handover

First conversation

An exchange on the project, the decision to be taken and its constraints, in English or French.

Scoping note

A written note setting out the question, the scope, the deliverables, the team, the timetable and the basis of the fee.

Terms of reference and contract

Agreed under the client’s own procurement rules, whether a development bank, a ministry or a private investor, and under the law that governs the contract.

Mobilisation

The team is assembled from senior experts and partner firms for the demands of the assignment, and a protected workspace is opened for the client.

Evidence and analysis

The instruments are applied with the client team. Evidence, scores and registers are recorded in the workspace and reviewed at agreed points.

Decision documents

Findings are issued as typeset documents: appraisal reports, decision briefs, project briefs and technical notes.

Handover

The documents produced remain with the client. Where the project moves forward, the record carries into the next stage of work.

Led at senior level throughout

Each engagement is led at senior level from the scoping note to the final document.

One figure, computed once

A figure appears once, computed from one source, and every chart states the basis on which it was drawn.

Confidential by default

Live engagements are described without naming the country, the client body or the financing partners.

Delivered in English or French

Workshops, documents and instruments in either language. VICI switches between the two languages live.

Client workspaces

A protected workspace for each client.

Each engagement has its own password-protected workspace on health-solutions.world, opened for that client alone. It hosts the instruments applied to the project, the project briefs and the documents issued. Outputs are exported as PDF for circulation.

At the close of the engagement the workspace is archived or closed, as agreed with the client.
